Bali wins hands down for its affordability(despite a rising Rupiah), cultural uniqueness and greater opportunities for adventures.
Phuket has better infrastructure and you can almost live in a ‘western bubble’, if that’s your preference.
Both however are facing scrutiny from their governments with potential restrictions and proposed fees being mulled.
